“El Patrón” habría ordenado frenar el impuesto al tabaco y trabar intervención de comuna esteña
“El Patrón”, como ya se lo conoce al empresario tabacalero Horacio Cartes, logrará, mediante presión y supuestamente, ofrecimientos económicos, trabar el estudio del proyecto de ley que grava el impuesto al tabaco y otros rubros. Para ello, actúa como su principal operador, su fiel escudero y “entendido en la materia”, José Ortiz, autoproclamado «el omnipotente», según nuestras fuentes.
En tanto, el mismo ofrecimiento, ordenado por “El Patrón”, surgió para que de vuelta se pueda blindar a la intendente de Ciudad del Este, Sandra McLeod; pero, debido a la presión ciudadana, no está obteniendo el “éxito” buscado.
Para este menester, los presuntos operadores fueron sus leales, los diputados Basilio “Bachi” Núñez (ANR) y Edgar Ortiz (PLRA), quienes, supuestamente, incluso, ofrecen dinero a sus pares para que se pueda llegar al objetivo.
De acuerdo a nuestras fuentes del Congreso Nacional, el ofrecimiento económico fue bastante tentador y a medida que pasan los días, el monto sube.
En el caso del diputado liberal, el propio legislador había anunciado que votaría a favor de la intervención y según sus propios correligionarios, el anuncio sería “solo una pantalla”, a los efectos de librarse de los escraches.
En el caso de “Bachi”, se sabe de su ciega lealtad al empresario tabacalero, Horacio Cartes, bautizado con el alias de “El Patrón”, de quien se dice no da el brazo a torcer y sigue “presionado” a sus leales para que sigan operando en la Cámara Baja a favor de McLeod.
En cuanto al impuesto al tabaco, es claro que el Senado frenará la aplicación de una normativa que exige un mayor impuesto a este rubro, debido a las posturas públicas asumidas por varios legisladores, como el propio presidente de la corporación, Silvio “Beto” Ovelar, quien se mostró partidario de no impulsar el referido proyecto de ley.
Ante esta situación, se observa una clara injerencia política y por qué no, económica, que “El Patrón” tiene sobre algunos sectores de la sociedad.

Singapur destaca liderazgo de Paraguay para concretar acuerdo de libre comercio con Mercosur
El ministro de Relaciones Exteriores de Singapur, Vivian Balakrishnan, felicitó a los negociadores paraguayos que permitieron alcanzar un acuerdo histórico de libre comercio entre Mercosur y su país.
Paraguay, a través del Ministerio de Relaciones Exteriores, lideró y coordinó las negociaciones en representación del Mercosur con el mencionado país del sudeste asiático.
“Después de muchos años se celebra un acuerdo de libre comercio de estas características a nivel de extrazona”, refirió el canciller Rubén Ramírez Lezcano luego de la reunión bilateral que mantuvieron en Río de Janeiro, hace unos días.
Comentó que respecto de Paraguay y Singapur hablaron de las posibilidades de inversiones de ese país en el nuestro, “el potencial que tiene Paraguay con sus recursos naturales y con un marco jurídico, financiero y económico bastante positivo y solvente que resulta muy atractivo a la luz de las condiciones que ofrece este acuerdo que se suscribirá mañana”.
También dialogaron sobre el acuerdo en materia de bonos de carbono que se ha concluido para suscribir próximamente, informó el Ministerio de Relaciones Exteriores.
“Paraguay ha sido invitado para visitar Singapur para profundizar sobre estos diálogos, tanto a nivel ministerial como a nivel técnico. También hemos reciprocado la invitación al canciller para que visiten nuestro país y en ese contexto sobre el Mercosur se ha dialogado el potencial que tiene nuestra región para un relacionamiento con los países del sudeste asiático donde Singapur puede convertirse en una plataforma de proyección hacia otros países”, manifestó finalmente.
En el marco de su visita a Buenos Aires, el jefe de Estado, Santiago Peña se reunió con el presidente electo de Argentina, Javier Milei, ocasión en la que dialogaron sobre las históricas relaciones bilaterales. “Le expresé mis sinceros deseos de éxitos en esta nueva etapa al frente del gobierno”, afirmó el mandatario paraguayo.
“Muy contento de tener este primer encuentro con el presidente electo, Javier Milei a quien le trasmití el afecto y el cariño, así como las ganas de trabajar juntos en estos próximos años”, informó Peña al término de la reunión que se desarrolló en la mañana de este sábado, en Buenos Aires.
Afirmó que los temas abordados fueron muy interesantes y la mayoría de ellos giró en torno a cuestiones economistas principalmente en beneficio de los sectores más vulnerables, atendiendo que ambos son especialistas en el área.
“Es importante llevar adelante políticas en favor de la gente más necesitada. También hablamos de la gran gratitud que tiene el pueblo paraguayo con la Argentina que ha recibido a millones de paraguayos a lo largo de los últimos años”, comentó el presidente.
Asimismo dialogaron sobre una agenda bilateral muy nutrida entre Paraguay y Argentina. “Hablamos de la importancia de fortalecer nuestras históricas relaciones bilaterales, que son además de mucho afecto, por todo lo que representa Argentina para los paraguayos”, añadió.
Santiago Peña le expresó igualmente sus deseos de éxitos en esta nueva etapa al frente del gobierno a Javier Milei, quien asumirá como presidente de Argentina, este domingo 10 de diciembre.
El gobernante paraguayo también aprovechó la ocasión para obsequiarle a su futuro colega el Poncho Para’i de 60 listas, uno de los símbolos más representativos de la cultura paraguaya, que fue reconocido este martes como patrimonio cultural inmaterial por la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (Unesco).
“Se puso el poncho y le compartí la historia de los artesanos de Piribebuy (Cordillera), muy agradecido por este gesto por parte del pueblo paraguayo”, resaltó finalmente Peña.
La Dirección Nacional de Propiedad Intelectual (Dinapi) informó acerca de las labores que realizaron durante los primeros 100 días de gobierno. Uno de los trabajos que más destacan es el del fortalecimiento de propiedad industrial, que impulsa el dinamismo económico del país.
Así también, indicaron que, para mantener el incremento sostenido de dictámenes en registro de marcas, así como las renovaciones, la Dirección General de Propiedad Intelectual (DGPI) realizó un relevamiento e inventario de todos los expedientes presentados y tramitados ante esta dirección. Luego, se procedió a optimizar y reforzar el departamento de examen de fondo de la DGPI con el fin de incrementar la cantidad estándar de expedientes que se examinan mensualmente.
Resaltaron también que, en todos los trámites de expedientes, se prioriza la atención personalizada a titulares de solicitudes de propiedad intelectual, así como a agentes y procuradores. En cuanto a las capacitaciones, comentaron que directivos y funcionarios de diferentes dependencias de la DGPI participaron de cursos y talleres para el intercambio de buenas prácticas y fortalecimiento de mecanismos de colaboración entre las oficinas de Propiedad Intelectual.
La Dinapi y la Universidad Nacional de Asunción (UNA) iniciaron conversaciones para el desarrollo de programas de apoyo, promoción e impulso de las investigaciones científicas y la protección de las mismas con herramientas de propiedad intelectual, con el objetivo de fortalecer los vínculos de la UNA con la sociedad, el Estado y el sector productivo, para posicionar las labores investigativas a nivel local, regional y mundial.
Por último, contaron que la Dinapi y la Cooperación Alemana al Desarrollo-GIZ (por sus siglas en alemán), cerraron un programa de competitividad verde, que permitió formar a 37 representantes de entidades públicas y privadas en competitividad verde y propiedad intelectual, que también tuvo apoyo del Ministerio de Agricultura y Ganadería (MAG).
